Demographics

  • Most Homeless age between 19-40

  • 96% were born out of Delhi, mostly from Uttar Pradesh, West Bengal, and Bihar

  • 67% have not received Education

  • Daily income for most homeless is about Rs.201-300

 

Public Policy

  • Eighth-Five Year plan (1992–97) – Footpath Dwellers Night Shelter Scheme (NSS) created and funds of INR 2.27 crores

  • The 12th plan (2012–17) promoted the creation and development of night shelters for beggars and the aged

 

Community Support 

Salam Baalak Trust, Delhi

  • Operating since 1989, 4 homeless shelters open 24 hours a day for around 220 children at a time, helped 3500 street children throughout.

 

The Public Distribution System (PDS)

  • This system provides food and grains for low-income families at a cheaper rate. However, it requires identity documents to determine eligibility, which most homeless people lack.

  • Only 3% have identity documentation in Delhi.
